The Philadelphia Inquirer reported yesterday that the local poverty rate has continued its steep climb, breaking the 28 percent mark from 2010 to 2011, according to the U.S. Census Bureau’s American Community Survey One-Year Estimate. Incredibly, 40 percent of Philadelphia’s children are living in poverty.
